In early October, the school district fired 388 employees, about 6 percent of the work force, citing a budget crunch. But Gray said that didn’t make sense. The schools’ 2010 budget of $779.6 million was $15 million higher than the 2009 budget of $764.6 million, he said. The council will investigate why the district hired more than 900 teachers over the summer, he said, calling it “unprecedented” since most years the system hired around 300.
